English summary: This volume is a compilation of essays on general administrative law from three decades. Eberhard Schmidt-Assmann examines the current situation and the development of the dogmatics of public law: How did the constitutional state react in its legislation, administrative jurisdiction and in the executive power itself to a changed understanding of the functions of the state, to new forms of action and to the influences of Europeanization and internationalization. In the 1970s, it was administrative planning which presented a challenge to administrative law, whereas the challenges today are finding solutions by negotiation, mediating conflicts and regulating self-regulation. A science of administrative law which sees itself as a science oriented towards the basics will have the strength to integrate new and unusual elements into the administrative law system and also to identify questionable developments and to combat these if possible. German description: Dieser Band fasst Beitrage zum Allgemeinen Verwaltungsrecht aus drei Jahrzehnten zusammen. Eberhard Schmidt-Assmann untersucht Bestand und Fortentwicklung der offentlich-rechtlichen Dogmatik: Wie hat der Verfassungsstaat in Gesetzgebung, Verwaltungsgerichtsbarkeit und in der Exekutive selbst auf ein gewandeltes Staatsaufgabenverstandnis, auf neue Handlungsformen und auf die Einflusse der Europaisierung und der Internationalisierung reagiert? Waren es in den 1970er Jahren Fragen der administrativen Planung, so sind es heute Verhandlungslosungen, Konfliktmittlung und regulierte Selbstregulierung, die das Verwaltungsrecht herausfordern. Das Verwaltungsrecht des demokratischen Rechtsstaates hat eine zentrale Steuerungsaufgabe; aber die heutige Vielzahl der Fachgesetze und Regelungsebenen erschwert die Orientierung, erscheint undurchsichtig und behindert eine wirksame Rechtsdurchsetzung oft eher, als dass sie sie fordert. Eine Verwaltungsrechtswissenschaft, die sich als grundlagenorientierte 'Wissenschaft vom Verwaltungsrecht' versteht, hat die Kraft, Neues und Ungewohntes in die verwaltungsrechtliche Systematik zu integrieren, ebenso aber auch bedenkliche Entwicklungen zu benennen und moglichst zuruckzudrangen.
