First published in1895, this volume contains a report of a conference held at Holborn Town Hall, London in the October of 1894. The conference discussed the topic of the contemporary decay of English agriculture and the problem of high unemployment, with analyses of causes and various proposals to mitigate these problems. His early work also questioned the classical theory of rent and predicted the Neoclassical "marginal productivity" theory of distribution.
