By the time I assumed duties as U.S. assistant secretary of defense for Asian and Pacific security affairs in 2009, America's unwillingness and inability to recognize and challenge Beijing's malign persuasion, intimidation, coercion, infiltration, and subversion was even more evident. Even within the highest levels of the U.S. Department of Defense, with senior leadership focused more on combat operations in Southwest Asia than the rapidly emerging threat from China, it was very difficult to shift focus and resources to addressing the PRC.
