Denmark is at the forefront of e-government development and implementation. It is a leader in using ICT to improve the delivery of public services and to enhance the public sector's efficiency and effectiveness. It recognises e-government as a tool for public sector reforms and for responsive public service delivery. Denmark is therefore well prepared to further exploit e-government in order to boost efficiency and effectiveness in the public sector, while harvesting ICT's broader societal benefits. Denmark is taking stock of the progress made since the OECD 2005 e-government study and is preparing a new e-government strategy. This new study acknowledges Denmark's advanced stage of e-government development in terms of its sophisticated enabling environment, as well as its willingness to further exploit this advantage to reach out to the most vulnerable segments of the population, while ensuring the most efficient and effective use of public resources. This study focuses on four key areas: The impact of e-government on the public sector modernisation and efficiency efforts; The impact of the e-government organisational structure and arrangements on e-government development and implementation; The need to address issues related to user take-up; and The assessment of the benefits realisation of e-government projects. This review is the first to analyse e-government at the country level using a revised framework designed to capture the new challenges faced by countries today. It highlights the richness of initiatives and actions taken by Denmark in relation to a number of areas. As these are not unique to Denmark, but are commonly shared by a number of OECD countries, the study provides useful tools to support e-government policy making in all OECD countries. This study is available in English only. A French translation of the Assessment and Proposals for Action is included in the study.
