Securing Europe takes a novel approach to Europeanization among EU member states by employing a sociological institutionalist approach. Watanabe argues that Europeanization as a process of change takes place not as a result of rationally calculating states, but because of the reworking of perceptual and normative frameworks.

She explores which actors play an important role in transforming policy spheres that are central to state sovereignty, in an effort to discern the manner in which their institutional embeddedness has contributed to altering the politics of security within the EU.
